HSU-REC is responsible for reviewing, assessing, and determining the compliance of research projects with research ethics standards. Biomedical research, clinical trials, and matters falling within the specialized regulatory scope of the health sector, as prescribed by law, are outside the review authority of HSU-REC.

Organization of HSU-REC

The total number of HSU-REC members shall be an odd number, ranging from five to nine members, including the Chair and the Secretary. HSU-REC members are divided into two groups: standing members, consisting of the Chair and the Scientific Secretary; and non-permanent members.


Depending on the complexity of each research project or related matter, the Chair of HSU-REC shall request the HSU research management unit to advise the University Executive Board on issuing a decision to appoint additional non-permanent members, with a number and composition appropriate to the Regulations on the organization and operation of HSU-REC.

Function of HSU-REC

  • To review, assess, and determine compliance with research ethics standards for research projects or related matters at HSU, when necessary or upon request, subject to the approval of the University Executive Board. For similar requests from outside HSU, HSU-REC shall only accept and process such requests with the approval of the President of HSU.

  • The standing members of HSU-REC shall support relevant units, upon request, in providing training and guidance for lecturers, researchers, and learners on research ethics.

  • The standing members of HSU-REC shall study and propose to the President of HSU, through the research management unit, the issuance, amendment, or supplementation of regulations, codes of conduct, and standards on research ethics.

  • To issue written certification of compliance with research ethics requirements for research projects funded or led by HSU, in accordance with applicable regulations or upon request by relevant individuals or units. Requests from HSU personnel and learners shall be free of charge; requests from outside HSU shall be subject to HSU’s applicable service fee regulations.

Confidentiality

Members of HSU-REC shall strictly comply with the principles of information confidentiality and internal information protection in relation to matters reviewed by HSU-REC. Members of HSU-REC shall not disclose any internal information of HSU-REC, during or after the review, discussion, and decision-making process, to any party without the written consent of HSU.


Any member of HSU-REC who violates this requirement may be considered for removal from HSU-REC and may be subject to accountability measures for violations of internal information protection, in accordance with HSU regulations and relevant laws.
