HSU Launches SARAP Institute: Promoting Scientific Metrics and Research Management Based on International Standards

On June 30, 2026, Hoa Sen University launched the Institute for Scientometrics and Research Administration Policies (SARAP Institute). Dr. Le Van Ut, HSU Vice President in charge of scientific research, was appointed as the Institute’s Director. This marks a significant milestone in the strategy to enhance research capabilities, promote academic internationalization, and strengthen HSU’s contribution to Vietnam’s science, technology, and innovation ecosystem.

The SARAP Institute was established with the aim of becoming a specialized research and policy advisory body focused on scientometrics, research governance policy, research integrity, university rankings, and academic development. Its establishment also represents a concrete step toward implementing the directives of Resolution No. 57-NQ/TW regarding the development of science, technology, innovation, and national digital transformation.

Assoc. Prof. Dr. Nguyen Huu Huy Nhut, President of HSU, stated that the SARAP Institute builds upon the foundation of the SARAP academic community, which has been active for many years. Noting that few higher education institutions worldwide have established a model integrating scientific metrics, research integrity, and research policy, he expressed his expectation that the SARAP Institute—encompassing all three of these pillars—will contribute to the development of both HSU and Vietnam’s higher education system.

In the near future, the Institute will launch research programs focusing on research governance policies, scientific metrics, university rankings, and research integrity. Concurrently, it will provide science and technology services such as strategic consulting for research development, policy formulation, international-standard assessment of research achievements, advisory services for improving university rankings, and training and certification regarding research integrity. The Institute is also preparing to publish studies evaluating Vietnam’s scientific research achievements in relation to the objectives of Resolution No. 57-NQ/TW and is developing scientific metrics to support university governance and policy planning.

In the long term, the SARAP Institute aims to progressively expand its scientometric activities—spanning scientific journal, university, and expert rankings—from the national level to regional, continental, and global scales. Through these efforts, it seeks to enhance research quality, academic governance capabilities, and the academic standing of both HSU and Vietnam in the new era.
